Rise Independence Community envisions a world where adults with developmental disabilities live with dignity, independence, and purpose. Our community will serve as a replicable model of inclusive, sustainable, and person-centered living—rooted in respect, empowerment, and genuine belonging.
Rise Independence Community is building something extraordinary—an inclusive, sustainable living environment for adults with developmental disabilities. We’re creating more than just housing—we’re designing a place where individuals can thrive, belong, and contribute. Inspired by national models but rooted in our local community, Rise brings together housing, services, and social connection so adults with disabilities can live full, independent lives. We believe everyone deserves a safe, vibrant place to call home—and we’re making that a reality.

Our Progress So Far
2017 – Future for Our Kids founded to support families in transition.
2019–2022 – Advocacy work with Disability Housing Alliance to influence policy and funding.
2023 – Rise Independence Community concept formalized.
2025 – Incorporated as a nonprofit, launched first capital campaign.
2026 (Goal) – Secure land for our first community site.
Beyond – Develop a replicable model for sustainable disability housing in California.
Our Leadership
Natalie Cooper – Parent advocate, educator, and nonprofit founder with deep experience navigating the Self-Determination Program and building inclusive opportunities.
Sue Samuel – Longtime advocate and BCBA, committed to creating sustainable housing solutions for adults with disabilities in Placer County.
Board of Directors & Advisors – A growing team of parents, professionals, and community leaders who bring expertise in housing, law, finance, nonprofit management, and disability advocacy.
Rise is more than an organization. It’s movement to ensure that no individual with developmental disabilities is left without a home, a community or a future.

2-5 Acres in Placer County
30 fully accessible one-bedroom units (750–900 sq ft)
2,000 sq ft for community rental
1,500 sq ft commercial kitchen
1,000 sq ft flexible community space
2,000 sq ft outdoor amenities
Phase Two
12 - 2 bed/ 2 bath Duplexes (1100 sp ft)
Additional outdoor amenities-pickleball courts, spas, & outdoor fire pits

Rise Independence Community will be more than a housing project—it will be a movement toward justice, inclusion, and belonging. This plan sets forth a clear roadmap grounded in proven models, financial responsibility, and values of community empowerment. By executing this plan with discipline and heart, Rise will become a beacon for what’s possible when we invest in adults with developmental differences as full members of society.
